1996 evinrude 115 acceleration problems

i have a 1996 115hp (E115SXEDR) idles fine but when u accelerate it boggs down and stalls. I can pump the primer bulb continously and it will run but only to about 3/4 throttle. At WOT it will start to stall again. any ideas to what the cause may be. I have replaced the fuel line and bulb from the tank to the motor. The tank is also new.

sounds like a fuel pump or filter problem, not leaking/sucking air at the motor fitting is it?
