starter/electrical trouble

i have a 1987 140hp 2 stroke evinrude that will not start. i had replaced the starter but even the new starter will not engage. i checked to see if the starter was getting current and it is when the key is in the 'starting' position. i have no clue what could be going on here. i don't have any other problems except starting it is hard but it does start. i need to sell this asap so i can pay my bills for my son and i.

Not sure what you are trying to say? does the starter try to engage but not turn the motor? Is it turning over real slow, we need more input.
