Default pull start recoil

i own a 1986 evinrude 15 horse model #e15rcde and the shoulder bolt comes loose causing the pinion teeth to strip does this need to be torqued down and if so how many ft. pounds thanks Bruce

Yes all bolts need to be torqued. You can obtain this information from a service manual. The following link should ***ist you.
