1989 Evinrude 150 XP - Throttle Adjust ?

Can anyone help explain how to adjust my throttle cable on this set up. It has an OMC shifter. I can throw my throttle handle down all the way but coming up 1000 rpm short.??? Anyone help greatly appreciated

Are you certain that the cable is needing adjusting. With the motor off, push the throttle to WOT, then check the carburetor linkages to make sure the carbs are indeed not opening all the way.
