Default 1987 70hp 3 cyl. won't start.

Motor ran fine the last time I used it, but when I went out a couple weeks later i couldn't get it to run. It started sputtered and died and wouldn't restart. I switched the entire controls to eliminate the key switch and emergency kill switch. I got it to start but once again it died and wouldn't fire. It rolls over and acts like its not getting spark or fuel. I am pretty confident it is getting fuel because I removed a spark plug and you could smell the gas, the plug was also wet. I checked for fire with a spark tester and it was showing a spark but it seemed week. It was the first time I used the spark tester so I put it on my truck and it was brighter. I'm confused. Could the power pack cause a week spark? Or intermittent spark? Any help would be appreciatted.

Yes the power pack can cause intermitten spark, however I recommend completing a compression check prior to replacing parts.
