Default Choke valve (butterfly) questions

I have a 1982 75Hp TLRCNB Evinrude motor and I noticed that the manual choke does not fully shut the the choke valve (butterfly) for all three carbs. It just shuts them partially. Should they fully shut? The electric choke barely shuts them (I think there is something wrong with how the electric choke is connected). I have looked at the exploded pics online and it does not really show me what I need to see. Does some one have a "real" picture of the choke connections/springs and what full choke should look like?

The choke butterflies should have a hole in them and close completely. Unfortunately I do not have a better picture. Try disconnecting one of the carburetors, see if the butterfly will close all the way.

All three will shut all the way if I grab the linkage and push down, but the manual choke and electric choke will not shut them all the way. There is no "hole" in the butterfly choke valve. They are not aftermarket because everything "fits" and "looks" right. I am wondering if they are not supposed to fully shut since there is not a hole. What do you think? I have pictues, but I am not sure how to upload on this forum.

They should fully close, remove electric choke to see if it is preventing them from closing.

I got it cranked on the second try, and thanks for all your help. The electric choke DID fully shut them and the motor cranked right up, the only problem now is they do not return to full open after the electric choke is released, so after running at full choke it is starved for air. I see the solenoid de-engergizing and the metal slug returning from pulling the choke shut. I feel like there should be a small spring to return but I am not sure, so that raises the question, is there a spring that is supposed to return the choke back to the full open position? Thanks again.
