Default 97 Evinrude Vindicator 200 water in cylinder

Fresh rebuild.040 over all cylinders. Two new sleeves #2 & #6 as soon as water pressure builds past just a little out of tail tell. around 10lbs on pressure guage # 2 cylinder gets water in it and #4 gets a little #1 plug stays clean as a whistle and so does cylinder. Have ck'd heads and gaskets head not cracked gasket not leaking swapped port to starboard. Is it possible that the base powerhead gasket is leaking at flange and sucking up into only #2 & #4 have looked for cracks with scope as much as possible with out tearing it down....

You must have a crack somewhere, the powerhead gasket can cause that or a leak in the exhaust system.
