9.9 electric starter connection

I am re***embling my '83 9.9 motor (which someone else dis***embled). Where the electric starter mounts there is a short wire (4"?) with ring terminals at each end. One end is attached to a bolt at the bottom of the by-p*** cover/starter mount. It would appear to be a ground wire. My question is, where should the free end be connected? I know the lead from the neutral safety switch connects to the base of the starter. Can a ground strap be connected there too?

There is a wire on the opposite side of the starter ***y, the goes from the outer exhaust cover to engine block. I do not show a wire on the by-p*** cover.
