Default 86 70 HP Evinrude NEED HELP!

Driving Boat in cold weather conditions and as I was cruising at 3/4 throttle the ole girl had a sudden power decline that caused the motor to stop. Upon doing a compression test the top two Cylinders had 20 LBS and to bottom Cylinder was at 120 LBS. Taking the head off found that the Head Gasket had blown between the top two Cylinders.
I was not running any oil in the gas and just relying on the oil pump for lubrication.
The cylinder walls still look good with no scoring and no holes in the pistons.
The thermostat plastic piece on the head (where the four bolts on top of the head with a spring) has melted.

A couple concerns I have is that would water make it down to the crank?
The top cylinder had a little brown moisture as well in the second cylinder.

What is a good way to check if that is a concern?

Secondly there is a small piece of casting cracked off on the top cylinder? What is the best way to repair?

I have photos- just not sure to upload or can email them directly!

New to the Forum and Very new to boat mechanics! Any insight and advice is more than appreciated.

It looks like that block and head are damaged beyond repair as well as too much rust in cylinder which means a lot of water damage.

I'm thinking new head gasket and run her!!!!
