Minimal reverse on older v4

I have a couple of older V-4 evenrudes and the reverse is really weak,,,like the the shifter dosent give it enough throttle,,,,,anybody know a fix ? Depending on the control box but most have a throttle adjustment inside control box to adjust throttle stop in reverse.

No adjustment in the control box, I even changed the box with another,,A mechanic told me they were made that way and you can put a cam out of a newer year model,,,, but both of these hardly power up past an idle cant drag yourself off shore,,,,,Any other sugestions ?
