25hp starves for gas

Have a 1989 25hp modle#TE25ELCEB,runs great till you get past half throdle then it acts like it sarves for gas. Has new fual tank, foal lines,primer pump, fual pump,and new carb. can some one help me out here?

I would run a compression test to make cylinders are even, remove carb and see if has trash in it and clean. May be loosing spark to spark plugs at high speed which would mean need to test ignition system.
