1987 70HP e70tlcrd cooling

I just got my boat out of storage after 18 months. I had my motor worked on before I stored it. They fixed an oil leak in the bottom of the unit. I put the muffs on it and started it. I'm not getting water out of the 2 holes on the rear of the motor. That should happen whether it is in gear or not correct?

Put it in water and recheck may not be getting water to engine.
