1984 Evinrude 70 HP

I just started my outboard after buying it last fall. I noticed no water coming out the little hole in back of motor? I did this with muffs on but would that make a difference? What about water coming out through prop? If that is the case is it ok to drive until I can see why the visible indicator isn't working??

Put it water and try, may not be getting water to it with muffs, if you don't when water pump was replace last probably need to replace it.
