Vro system

We've enjoyed our Evinrude 1998 25 hp 3 cylinder for the last 10 years .. we bought it new & maintenance was done every year and we never had any problems with it .. but this year .. maintenance was done .. but we started to have problems.. it stopped after a few minutes .. we restarted and it stops again after 10 minutes. So, we brought it in to a mechanic who told us it was probably the vro system .. apparently this is a common problem .. is this correct or could it be something else ? What is the best way to solve this problem ?

It's a mechanical pump so yes it can fail, the mechanic should be able to tell if it is the problem preventing it from running .
