1983 9.9 Yachtwin Tiller Gear Won't Mesh

Hi all,
New to the forum. I have just acquired a small sailboat with a 9.9 Yachtwin. Run's fine except the throttle doesn't work, the gears don't mesh (when they touch) A paddle against the throttle linkage brought me across the lake. I understand this is a weak point with these engines and as it is a sailboat and the operation of the throttle is vertical it only adds to the problem. I have a Seloc manual for it but nowhere that I can find, does it address the tiller. The Gears seem to be fine, I don't think they are worn down. Is there any information on how to correct this problem ie instructions and exploded diagram. If anyone could help it would be most appreciated.

Might take it apart and check all the bushings and other parts for wear.
