Evinrude 25 Won't Start

Hi All,
I recently bought a boat with a 1986 Evinrude 25 hp model E25ECDR that
wasn't getting any spark to/from the sparkplugs. I bought a new PowerPack
and new sparkplugs. It's now getting spark, but the engine refuses to start,
even with starting fluid. Does anyone have any ideas? This has electric start with remote control. Help! Please!

Check compression. Check for spark with spark plugs still in head.
