1987 30Hp evinrude tiller

I had done a Carb rebuild on this engine, but now the engine has a problem
with the transition between idle and high speed operation. When you crack the throttle open the engine dies. If I feather the throttle I can get beyond
the transition point into high speed. Any ideas?
