New used boat

Hi ya'll. Just bought a used B*** tracker PF16 and need to know if I'm reading the mod# info correctly. TE25ELCEB
If I have it right it is -----
Tracker Evinrude 25hp long shaft 1989 but I don't know what the "B" stands for.

Also the newer PF16 have dual rod lockers and as far as I can tell the older models don't. Is that correct or maybe some prior owner screwed them shut?

Has anyone installed dual rod lockers in an older model?

What is the correct oil/gas mix?

Any other hints/info would be helpful.

The motor model number is correct, it is a 1989. Oil mixture is 50:1. I am unfamiliar with the boat.
