1993 Evinrude - 175. Using too much gas!

I took out my boat recently and it is excessively wasting gasoline. I am not sure if it's the new propellers I put in or if it's that it has been having problems starting up. It has been, what you could say is "blinking." When I increase the speed, it chokes up. Anyone have any idea what it could be?

Well start with the basics, check spark and compression. Would not hurt to remove and thoroughly clean the carburetors.
