25 wont run full throttle going down river unless squezzing primer bubble

May need to rebuild or replace fuel pump and possible clean carb. -
if it runs good when the primer bulb is squeezed you need a new fuel pump kit.
diaphragm has gone bad.
kits are cheap and do fail .
also check the engine to pump if it has air leak then the pump just will not work with correct pressure.
I would first get a pump rebuild kit.
