1992 Evinrude 115 hp wont stay running

I have A 1992 115 HP Evinrude outboard. Motor will start when I prime it for 30 sec and if I keep hitting key push primer. Did carb kit will run rough if i prime it long enough for it to warm up. Any idead what I should be checking. The compression is 125 , 126 , 128 , 129 , . Double checked carb settings . Motor dont seem to idle fast enough. Checked fuel filter is 3/4 full. Looks like seepage on top of primer pump where you can turn from auto to standard

Filter should be full, unless a leak is allowing air into system? Fix any areas air can get in, or fuel can leak out.

If pulling air in, it won't pull fuel in, causing the constant priming.
