I have a 1981 evinrude 150 that's been sitting for quite a while. I have got it to start up and will only stay running if I keep it choked. If I put any throttle on at all it will bog down and die. I have rebuilt ask 3 carburetors, ran all new fuel line, rebuilt fuel pumps, new spark plugs, new vacuum hoses, made sure filters are clean. I have tried pumping the bulb when it starts to die and that doesn't change anything. It will sometimes idle for 15-20 seconds before dying but most of the time not. Any suggestions will be helpful.

If you have to keep it choked to keep it running then still have a plugged jet or p***age in carbs. You are getting fuel to carbs or choking wouldn't help but not getting enough fuel through carb engine to run properly. -
An engine sitting for "quite awhile" always results in the fuel evaporating, the oil remains, the carburetors clog, gum up, and foul. The six (6) high speed jets that are located horizontally in the bottom center portion of the float chambers (way behind the drain screws) especially.
This fouling of the jets results in the problem you describe. Clean and rebuild the carburetors with kits as needed.
Best to carefully clean the jets with a piece of single strand steel wire as solvent & air pressure just doesn't do that job properly.
The HS jets are secured in place via 1/4 x 20 threads and should be removed only with a screwdriver whose shank just barely clears the drain screw hole threads... and... has the tip of it shaped as follows:
