Idle Adjustment on '91 25REIE

So I installed the new water pump kit and when I fired it up, I have a strong flow out the tell tale which is a good thing. Now the next issue is getting it to idle nicely. The throttle is a bit sticky but when twisted to the stop point at low idle the motor will cut out. If I'm correct, the idle adjustment is on the end of the throttle/tiller handle. However turning tha knob seems to make little to no difference. I don't want to twist too far in any one direction because I don't want to break anything. How do I go about adjusting the idle speed up just a touch?

You may have some debri in the carburetor. Try removing and thoroughly cleaning.
