Evinrude 1998 FICHT Obsolete water sensor and fuel filter

E150ILECR 1998 Evinrude 150 has a water sensor connected to the fuel filter. The water sensor and fuel filter have become obsolete. I have removed the water sensor and installed a new fuel filter. The Engine will turn over but will not start.
Any suggestions?
