Tilt - trim issue 70hp 1984

Recently bought a 1984 b*** boat with 1984, 70hp 3 cyl outboard. Tilt - Trim motor runs both ways but unit will not tilt up. If manually lifted, it will tilt down under power. Ideas???

Raise it up all the way and check fluid level. Check manual release screw is closed all the way.
