full throttle issue

i have a 60 horse evinrude and it idles fine
but will not plane out. if i press choke i get the power and boat will plane out.

Sounds like a fuel delivery issue. The choke actually pumps fuel right to the cylinders. Best place to start is clean\rebuild the carbs. Pretty easy job on these motors.
