1998 115HP Won't Start

I'm having problems getting my 1998 115 started. it seems to be a fuel issue as a smal shot of starter fluid will fire it up but wont stay running. i noticed that previously when i depressed the key i could hear a choke/primer solenoid engage and i no longer hear that so maybe this is the problem? if i am headed in the right direction is there an easy way to determine if it's the key switch or solenoid without just swapping each item out?

Have someone engage the primer while see if they are working.Use some mix fuel in a windex type bottle.Either is bad on 2 cycles 4's also.
