E235TLCI ignition problem

I own a 1981 evinrude 235 (e235tlci), on cold starts it usually has no spark at all, after a while of cranking the engine all of a sudden it starts and runs fine. Compression is good, fuel line and carbs are fine. Can this be a stop circuit problem? where should I start looking. Is this a common issue?
